The international section is only if you want share something in your language, like a tutorials for example.
If you want reply to a post please feel free to use your native language.
If you write in english we can use even the google translate toolbars to retranslate in Italian(if we do not understand),I do not think also is too distracting to the italian readers. We can learn each other from the post and discussion and also we can improve our skills and knowledge in languages and inkscape of course ;)
Anyway you need to feel confortable with yourself, if you think the third point
